Update on Connecticut Building Code Revisions & Barrier Requirements

The proposed new Connecticut building, fire safety, and fire prevention codes remain delayed. The codes were originally expected to take effect on July 1, 2026, but the Legislative Regulation Review Committee has not yet approved the proposed regulations. The Connecticut Office of the State Building Inspector continues to report that the effective date is delayed pending approval.

The delay continues to be associated primarily with concerns surrounding proposed fire code requirements, including provisions related to fire service access roadways. At this time, there has been no indication that the delay is related to the proposed swimming pool or spa code changes.

One of the pool-related changes included in the proposed 2026 code remains the update to barrier requirements. Under the proposed code, a powered safety cover would no longer be permitted in place of a required fence barrier. The proposed changes are intended to apply to pools permitted after the new code takes effect and are not expected to be retroactive to existing pools or previously permitted projects.

Because the 2026 codes have not yet been approved or taken effect, the proposed pool barrier change has not yet become effective. For now, the current Connecticut code requirements remain in place while the state works through the adoption process.
